NEWS-02: A Reminder to all - Politics and USSVI
Submitted by: Pat Householder on 9/18/2008
---------------------------------------------------------
Shipmates, You want to know how to weaken or destroy a fraternal organization like USSVI?

Bringing your political and/or religious views to the organization and insisting that all your shipmates adhere to your particular point of view is the surest route I can think of.

Do you have strongly held political beliefs? Great! Everyone should know where they stand and take a strong interest in our public affairs, both local and national. Volunteer and work for those beliefs in the political campaigns that energize you. Get out the vote! Make a difference.

But keep it out of USSVI. We are a fraternal brotherhood rooted in our common service in submarines and our desire to honor the memories of the brave men who fought and died in those steel hulls. The 'politics' and ‘religion’ of our subvet brothers, which will vary all over the landscape, is their personal business and should never intrude into the affairs of USSVI.

Respect is the key, shipmates. Please respect yourself and respect your shipmate's point of belief by keeping such things out of the USSVI arena.

WASHINGTON, D.C – After more than a year of inactivity and an uncertain fate, the Dolphin is returning to San Diego. But in its second life, the record-setting submarine will welcome museum-goers.

Ownership of the one-of-a-kind research vessel was transferred Thursday to the Maritime Museum of San Diego in a ceremony that participants likened to a wedding service, with Navy officials on one side and museum representatives on the other.

VET-01: MEDICARE PART D UPDATE
Submitted by: John P. Dudas on 9/14/2008
---------------------------------------------------------
Less than one month from now, private insurance companies will begin marketing their 2009 Medicare health and drug plans, hoping to convince people with Medicare to sign up for coverage for the new year. The open season for seniors to initiate or switch carriers is 15 NOV through 31 DEC. The marketing of Medicare private health plans has been plagued by abuse. Unscrupulous agents who troll senior housing complexes and even nursing homes have misrepresented or outright lied about the plan benefits and coverage, and cajoled or tricked frail older adults into signing enrollment forms in order to gain the commissions, bonuses and prizes the insurance companies award for these enrollments. The passage this summer of the Medicare Improvement for Patients and Providers Act over President Bush’s veto sets some new ground rules for marketing this fall, including a ban on cold-calling and other unsolicited contact (such as accosting patients in hospital parking lots), and federal regulation of agent commissions. How these new rules are implemented and enforced will determine whether the Bush administration seizes, or squanders, its last chance to stop the abuse that has so far characterized the market for Medicare private health plans.

Only aggressive oversight and enforcement—levying hefty fines and freezing enrollment—by the Centers for Medicare and Medicaid Services (
CMS) will discourage plans from employing agents who flout the rules. (A little due diligence and oversight by the plans will uncover who most of these agents are.) CMS can send a signal of a new, no-nonsense approach with the marketing rules it sets for the new season. Here are three examples:

• No cold-calling prospective clients. Period. No exceptions, including cold calls that follow up mailings.
• No outrageous commissions, bonuses or promises of trips to Vegas that encourage agents to sell unsuitable plans to boost their sales volume. Reports of agents engaging in fraudulent and abusive marketing invariably lead back to plans that pay the highest commissions, or give volume-based bonuses.
CMS needs to ensure high commissions are not used to push low-value plans.
• Clear explanation of plan benefits and coverage restrictions on all marketing material. In particular, the Summary of Benefits and the
CMS plan finder must clearly list what, if any, services, are excluded from the financial protection provided by an annual limit on enrollee out-of-pocket spending.

VET-02: Force Health Protection and Readiness Launches Chemical-Biological Warfare Exposures Web Site
Submitted by: John P. Dudas on 9/17/2008
---------------------------------------------------------
September 17, 2008

FALLS CHURCH, Va. - The Department of Defense Force Health Protection and Readiness Directorate (FHP&R) has launched the Chemical-Biological (CB) Warfare Exposures Web site to provide Service members, veterans, their families and the public with information on the testing of chemical and biological warfare agents from 1942 to 1975. The Web site presents sections on World War II, Project 112/SHAD (Shipboard Hazard and Defense), and the Cold War.

To evaluate the ability of
U.S. forces to fight on a chemical and biological battlefield, DoD conducted testing programs. In some programs Service members were present but not test subjects and in other programs they were volunteer human subjects. This testing ended in 1975. DoD has been actively engaged in an extensive search of official records to find the names of veterans who may have been exposed to the chemical or biological agents. DoD plans to complete the search in 2011, but will pursue any leads from veterans or others who may have information.

The Service member names identified by DoD, along with specific exposure information, are provided to the Department of Veterans Affairs (VA). The VA then notifies the individuals of their potential exposure, provides treatment if necessary, and adjudicates any claim for compensation. For privacy reasons, the Web site does not contain the names of the veterans exposed.

Veterans who believe that they may have been exposed or who would like more information are advised to contact DoD via e-mail at:
CBWebmaster@tma.osd.mil, or call DoD's contact managers at (800) 497-6261, Monday through Friday,
7:30 a.m. to 4:00 p.m., Eastern Time. Veterans call also write to DoD at: Force Health Protection and Readiness, ATTN: CB Exposure Manager, 5113 Leesburg Pike, Suite 901, Falls Church, VA 22041.
